RULES AND REGULATIONS PERTAINING
TO THE SPORT OF TENPIN BOWLING
FOR ARAFURA GAMES
The following Rules and Regulations relating to the Tenpin Bowling tournament shall be read in conjunction with the principal rules.
1. DEFINITION
For definition purposes each state/province/region shall hereafter be referred to as Association. Tenpin Bowling Australia Limited shall hereafter be referred to as TBAL.
The world organising body shall hereafter be referred to as WTBA and the Asian Bowling Federation will be referred to as ABF.
2. OBJECTIVE
This Tournament is organised by TBAL for local, national and international developing bowlers to foster and promote goodwill, comradeship, friendship and sportsmanship whilst competing against a wider range of skilled competitors.
3. SANCTIONING/ACCREDITATION
The tournament is sanctioned by WTBA/ABF and accredited by TBAL.
4. ELIGIBILITY
The contest is open to all members; male and female who have membership with a WTBA affiliated association and to all registered bowlers with TBAL.
Bowlers must be over 14 years of age as at January 1st 2007.
5. MATTERS NOT PROVIDED FOR
The WTBA General Playing Rules and Regulations shall govern any matters not provided for or covered in these rules and regulations.
6. ENTRIES
Preliminary entry forms by number from each participating Association, forwarded through the Arafura Games Management Office must be completed on the stipulated entry forms.
Entries may be sent by fax but subsequently confirmed in writing.
Final entry forms by name and two passport photographs for each player and official must be received by the Arafura Games Management Office or NT Tenpin Bowling Association not later than 14 April 2007.
7. ENTERING AVERAGES AND CUT-OFF DATE
Entering averages will be determined as follows: The bowler's highest end of season or current average established over a minimum of 18 games in a Sanctioned or Accredited League, Sanctioned or Accredited Asian or Australian Rankings Tour Tournament during the period 1 January 2006 to 31 December 2006.
Graded Division Men 184 average and below
Women 174 average and below
Open Division Men 185 average and above
Women 175 average and above
8. BOWLER'S WITHOUT AN AVERAGE
A bowler who has no average over 18 games, must apply to the Tournament Director for clarification prior to submitting an entry. If no application is made then the entering average shall be 185 for men and 175 for women.
9. REVIEW OF ENTERING AVERAGES
The Tournament Director shall use his discretion to review the entering average submitted for competitors in the Games and may regrade any bowler or reclassify any entry.
10. EVENTS
Each bowler participating in the Tournament may bowl in the following events in either Open or Graded divisions, depending on their entering average.
Singles three games
Doubles three games (no mixed doubles)
Trios three games (no mixed trios)
Each bowler's combined All Events total (combination of first singles, doubles and trios) will determine whether they qualify for the Masters Event.
If any bowler bowling in a doubles or trios event is an Open bowler, then that entry will be an Open entry.
The bowler's first attempt in each event is free; any subsequent attempt will cost $30Aus.
11. MULTIPLE ENTRIES
Should a bowler wish to bowl more than once in any event, then they must pay $30 for each additional attempt to a maximum of 3 attempts in singles, doubles or trios. All bowlers may bowl multiple entries in all events with the same or different combination (still a maximum of 3 attempts) within either Graded or Open Divisions, i.e. Singles, Doubles and Trios.
12. PRIZES
Prizes for Open Division - Singles, Doubles, Trios, All Events and Masters will be Arafura Games Medallions.
Prizes for Graded Division - Singles, Doubles, Trios, All Events and Masters will be medallions provided by Tenpin Bowling Australia Limited.
There may be cash prizes for 1st, 2nd and 3rd in both Graded and Open Masters, depending on sponsorship obtained.
13. REPLACEMENTS
All replacements or changes in the original entry must be reported to the tournament room at least one hour before the scheduled bowling time.
14. SUBSTITUTES
Substitute's scores will count towards All Events if it is the first entry.
15. REPORTING TIME
All participants must check in to the Tournament Room 30 minutes prior to the scheduled time for bowling. Failure to do so may result in disqualification.
16. SQUAD TIMES
Squad times for first entries (i.e. 3 games singles, 3 games doubles and 3 games trios) will be allocated as entries are received. 50% of squad times each day will be allocated to visiting bowlers and 50% to local bowlers. Additional entries will be allocated depending on lane availability after all participants have been allocated times to complete all events entries.
17. EQUIPMENT
The tournament shall be conducted with equipment (lanes, pins, balls) which meet the specifications laid down in Chapter VII of the WTBA playing rules and regulations.
Random checks on players bowling equipment will take place at the end of each squad of play to ensure correct specifications of all bowling balls.
If at any time a bowler is found to have used an illegal ball he/she may be disqualified from the entire tournament and stripped of any previous awards.
18. DRESS CODE
Bowler's are required to be properly and appropriately dressed for bowling. If, in the opinion of the Tournament Director or his/her appointed official on duty, a bowler is not properly and appropriately dressed, he/she may not be permitted to bowl.
Men must wear long pants or slacks. Women may wear skirts, skorts, pants, slacks or dress shorts. No board shorts, bike pants etc will be permitted.
19. PACERS
No pacers will be allowed in any event except either Graded or Open Masters. This is only if a player withdraws with an injury.
20. SMOKING
There will be no smoking in the bowling centre during Arafura Games.
21. MASTERS EVENT
The Masters final will include the 16 male and 16 female bowlers with highest All Events totals in each Division (Open and Graded). The All Events pinfall will be dropped for the Masters final.
For each division, the qualifying round will be bowled in a head to head format over 15 games. The top four bowlers at the completion of the qualifying round will participate in a step ladder final as follows-
4th plays 3rd over one game
winner plays 2nd over one game
winner plays 1st over two games - there will be no right of repercharge.
Bowlers qualifying for the final of the Masters event must pay $150Aus to cover lineage of the final.
It is intended to pay cash prizes in the Masters Event, depending on the amount of sponsorship obtained locally.
22. PROTEST - Eligibility, Fouls, General Playing Rules
Protests involving eligibility or general playing rules must be confirmed in writing to a responsible tournament official not later than 24 hours after the game in which the infraction occurred or before prize presentation, whichever is the sooner.
When a protest involving a foul or the legality of pinfall is entered, an official representative of the federation or associations involved may be present when evidence is taken relative to the protest.
If no written protest is entered prior to the expiration period as stated, the game or games shall stand as bowled.
Each rule under this rule shall not be construed to cover a similar or previous violation.
23. TOURNAMENT MANAGEMENT
There will be a Tournament Director, Assistant Tournament Director and Tournament Secretary.
The Technical Committee shall comprise of a local and national technical delegate.
24. SPORTS TRIBUNAL
A Tenpin Bowling Sports Tribunal will comprise of a local, national and independent member to hear all protests, disputes or charges.
